Helmut Zelloth

Specialist in VET Policies and Systems, European Training Foundation

Helmut Zelloth is a Specialist in VET Policies and Systems at the European Training Foundation (ETF), an agency of the European Union (EU) based in Turin, Italy. He is specialised on VET policies, work-based learning (WBL) and career guidance. He gained international experience in more than 60 countries in the world, ranging from policy analysis and policy advice, peer reviews, assessments, field work, EU project and programme design, lectures and key notes at national and international events up to publications.

 In the field of career guidance, he co-ordinated several cross-country policy reviews, authored policy papers and provided policy advice to governments (i.e. Turkey, Serbia, Kosovo, Jordan and Egypt). He was a member of the European Commission’s Expert Group on Lifelong Guidance (2002-2006), a member of the European Lifelong Guidance Policy Network - ELGPN (2007-2015) and joined CEDEFOP’s CareersNet in 2017. He is author of the ETF publication ‘In demand: Career guidance in EU neighbouring countries’, the Policy Brief Career guidance – the missing link to the labour market’  and the Position Paper ‘Career guidance and VET’. He published articles in international journals and in the Handbook of Career Development (Springer, New York), was co-editor of a Special Issue of the British Journal of Guidance and Counselling on guidance for migrants and was a member of the Editorial Board of the Indian Journal for Career and Livelihood Planning (IJCLP).  Currently he is a Board Member of the International Centre for Career Development and Public Policy (ICCDPP). He holds a master degree in philosophy, psychology and pedagogy, and geography with economic focus from the University for Educational Sciences in Klagenfurt, Austria.
